I have a pdf file of my bodice sloper.
Can I somehow import this file and create the pattern?

Unfortunately, no. you may import images to guide you while you draft your pattern but there is no way to import a pdf and the pattern will be drafted for you.
To help you to understand how Seamly works, I suggest you do this small tutorial in the Wiki.

Not directly. If you were to convert the PDF to an image format lie SVG you could then import the image, scale it, then trace around it using the Seamly2D tools. Not a simple task.
