When I get to Layout mode, Seamly rotates my pieces and I cannot figure out how to prevent it.

I normally export my pieces from Piece mode as SVG & then open them in Inkscape & arrange them manually.
However, the best I could get in Layout mode is as above. It’s still rotating the sleeve, but by setting the rotate to 90° has placed the 2 bodice pieces next to each other very neatly.

We can not prevent the Layout mode engine from rotating pieces, but you can prevent it from flipping pieces by checking the Forbid flipping box in the Piece properties:
You have to understand that a layout is for print purposes, where it’s trying to fit pieces into the smallest amount of paper. It’s not meant a cut layout. As @Grace has pointed out exporting in Piece mode is the best option for now. Eventually we will improve exporting a cut layout i.e. a “marker.”
