Why does a pattern flips in layout even after forbidding flipping in piece mode

The “Forbid flipping” only prevents pieces from flipping, which is different than rotating.
That said, the “Layout” is currently for printing only; so the layout engine tries to fit the pieces in as little paper as possible.
If you want to print your layout without rotating pieces I suggest you manually layout your piece in Piece mode, then export them to an SVG (which you can then use an app like Inkscape to print) or a PDF.
We’re working on a manual layout, but I can’t give you a time frame of when it will be availble for use.
